Making a decision: Swap parts or buy a new system to fix lock up issue

Guys. I need your help. I'll have $300+ soon, but I need to know what to do. I'm sure everyone knows about my famous lock up issue that doesn't wanna go away no matter what I do.

If you guys know, I have a custom-built system that was built from this business down the street. It's a small business.
Plan A... I wanna take my system up there and have him swap parts and just play around with my system (yes I trust him) to see what's causing my lock up issue. I'm sure everyone knows what swapping parts means.
Now this I believe is only going to cost me about $30-40, but they didn't tell me if I'm going to be charged per hour as they do it, this is why I'm saving that much. Plus there's a chance they could find something that's causing it, and is past it's warranty.
Or, Plan B... I can save up to get a new system. I want to salvage parts from my current system that I'm either pretty sure or know for sure that they're not causing my lock ups. Which is my floppy, Primary HDD, CD Drive, and PSU.
Now my friend claims I'll be "guaranteed" that the lock ups will be gone if I do this. How much he forgotten that it could still be a software-level issue. Such as a game, Service Pack 3, a file... anything. I haven't ruled this out as a probable cause yet.
I personally wanna go for Plan A. Reason? I feel in my gut it has a higher chance of success. Also my hardware isn't even a year old yet. Also, I don't feel I need a new system. And I wish I never upgraded my hardware!
But I know that if I didn't I wouldn't be able to play the games I can now... if only I could play them without this fucking lock up.
Anyway, I need help in making a decision. Should I go for Plan A, or the longer-taking to save Plan B?
Also, please don't ask for my temps again. All I request is a decision.

What? He didn't sell me anything. I still have the same specs I did in that thread.
Plus, that other thing was just a suggestion. If I do get a new system I'll get something cheaper. I don't have to get the parts from him.

I know this sounds crazy but my old CD drive would make the entire computer freeze occasionally when it was accessed. I wouldn't be able to move the cursor and the only cure was using the switch on my PSU to restart. It was an old IDE one. Try unpluggling yours, it may work.
This is a brand new CD drive. I had to get my old one replaced due to it's untimely death.

When you run steam Games, or PC games in general, and you have a Phenom (Quad or sometimes Tri-core) A-lot of times games freeze up because it is trying to use all 4 (or 3 )cores when it only supports 2, try starting up a game and setting the affinity of the game using your task manager to only 2 or 1 core. There is a good chance it will fix your problem.

There could be something I overlooked.
If you eliminated ALL over variables : RAM, HDD, CD Drive, heat, PSU, etc. You have two left.
Bad mobo, bad CPU, or both.
Although very rare, it happens. Try getting those guys down the street to test the system with a different mobo and CPU, if they'll allow it.
New PSU. Wouldn't trust yours with counting the pennies in my wallet.
