• Computer stuck on BIOS and won't power on USB's without restarting

So, I've recently had an issue with my last motherboard where it quite literally died, I replaced it with an Asus z97 Sabertooth Mark I, and it has been working just fine for a while. Now I recently reinstalled windows due to having some stupid issues where I couldn't delete a few folders for some reason I didn't have any access rights to them. And now, whenever I have my webcam plugged in to any USB port on the computer, the computer will hang on the BIOS screen and none of my USB powered devices will power on. So my backlit keyboard normally lights up but in this case it stays off. I've unplugged everything except the keyboard and mouse and slowly added each USB device back in, and I've narrowed it down to the Logitech webcam. If just the Mouse Keyboard and Webcam are plugged in the PC won't get past the BIOS screen when powered on, unless I press the reset button on the front of the case, to clarify, this is not the same as the power button. I don't want to keep pressing the reset button every time I turn the PC on cause I fear I might damage the computer in doing so. Has anyone else had any issues like this? I can't find too much on Google that helps besides "Don't plug in the device on boot" which is a workaround for now, but I want to know if there could be a faulty component in my machine that I should be aware of.
