I re-listed an item about 10 times because payment was never received, and I was told my a representative that all selling fees would be waived due to the inconvenience.
Today I got an email saying that they want about $20 even though it was supposed to be waived and that it would be charged to the credit card on file, so I went to check which one it was, and it says that it's expired.
I have my paypal linked to it but not for automatic payments, will they be able to take money out of that? I'm sure as hell not giving them anything regardless of the amount because I was told that it would be waived, but only about $2 shows up as waived.
Another thing, a guy finally sent money for the item when he won, but it was only half of what he bid, so I sent him a message saying that if payment wasn't received by 12am tomorrow, that I would cancel the transaction with no refund to him. Can I actually do this if he's stupid enough to not send? I don't want to take his money and not send something, but I wanted to make it clear that he needs to get the money to me soon or he isn't getting anything.
Ebay fees are debited automatically from my account so I'm guessing they will be for yours too. You'll have to give them a ring and discuss it. Perhaps they only decided to overlook your last listing?
As for the payment, don't post goods until FULL payment is received. You can't walk out of a car dealership if you only coughed up half the cash without making any future payment arrangements so why should he get your item without paying the full amount? It sounds like a scam of some sort to me.
File a unpaid cases for all of those idiots that did not pay, and close the case with the answer of "I did not recieve my payment" after a week of opening the case.
This way, you will get your fees back

I have, I waited a few more days and then just canceled the transaction and it SAID that I received a refund. I also noticed that it says multiple items have been sold to a friends account, which I know that I never did.

I never send anything until I get the full amount, but I'm saying would I actually be able to keep the money if he doesn't pay by 12 tomorrow?
Refunds of the fees are not returned right away, you might have to wait for a week for it
It's been about two weeks, and they're saying the money will be taken from the (expired) card between today and the 15th.
