Depends - the deal MS is offering them might be worth more than what they'd get either from on release multiplatform or on an exclusivity with sony.
Remember, MS was pushed into a corner, PS4 is selling more so MS is forced to offer better deals. They need to either pay significantly more, or give much higher bonuses (free marketing, maybe releasing an tomb raider themed console etc)
Why would it be good for Tom Raider? The Xbox has lost $400 Million dollars so far, while the Playstation is at least making profits already. Why would the Xbox be good for Tomb Raider over anything else? Is Microsoft promising to buy the first 3 million copies or what?

Xbox would have had to pay a lot of money to Squenix to make it worth not having their next big game on all possible platforms.

Tomb Raider 2013 has sold over 6 million units and Square Enix described it as a failure at retail when in the first month it sold 3.4 million.
No Microsoft, games do not need to get bigger, they need to become smaller and more efficient.
