Looking back to this post... wow how retarded.
It looks to me that the motherboard you linked has on board display ports so unless you plan on playing games on the machine it wont need it.
The not working without a card thing was probably a motherboard without on board video.
All Xeon E3's not ending with 5, do not have integrated graphics. In this case it's a 1230, so you do need a graphics card.

Just checked the motherboard, it will need the graphics card.
Also, as an addition, motherboards don't have integrated graphics. Some processors do, but not motherboards.

How many people do you expect to have playing? If it's not too many, you might look into going to a computer surplus store if your town has one and pick up a cheap computer and install a linux distro.
The processor and ram combo will allow you to host anywhere from 50-200+ players depending on the gamemode. You will most likely be held back by your internet connection if you're hosting it from home.
According to Asus' website, that CPU/motherboard combo should work. Not sure how compatible the memory will be. You might want to take the safer route and get some 1333 or possibly 1600mhz memory instead.

Removed the fan because the CPU comes with one, and now the ram is 8GB at DDR3-1333

Some motherboards do, some don't.
I've got a ASRock M3A770DE which I use currently as a NAS server. It runs headless (no GPU), and I can access it through a web interface. So there's no keyboard and mouse required. But I'm certain a Garry's Mod server is entirely different.
Server motherboards usually have integrated graphics, since you might need it for OS installation.
Check the specifications on the motherboard.

Nope.
My server doesn't have a gpu, and it runs perfectly fine. I have to put in one temporarily once in a while, and some programs like CasparCG won't run because those need a gpu. But else you can just remote control it.
Well it seems that the graphics card isn't so important, so I got the cheapest one I could.

Does anyone have a suggestion of what OS to use? Just Windows Server 2008 or somthing? Also, I need to know where I would be able to find a copy of Windows Server.
For a gmod server, any operating system will do to be honest. If you can't figure out how to your hands on a spare copy of Windows one way or another, you can always look into using linux based source dedicated server.
I do have a Linux disk lying around somewere, any serious downsides to using Linux for a Gmod server?
If you use any addons that require binary modules (which are usually Windows dlls) then they won't work unless you can recompile them for Linux. And you have to sometimes deal with case sensitivity issues from addons which aren't coherent, but other than that it's fine to run a Gmod server on Linux.
Ok, so this guys build is a bit overkill IMO. What would be the minimum you would need to run a server of say 16 decently?

Honestly any Intel with 2+ cores and at 2.5ish+ ghz with 4 gigs of RAM should be able to run a 16 player server with no issues.

I removed the graphics card because I managed to find one.
Fairly safe bet that you could run 3, maybe more depending on the gamemode. For something very sandboxy, maybe only 2.

Dual channel has pretty small benefits nowadays. If you can get a single stick for cheaper it's usually a better choice. Plus that mobo only has two slots, so it leaves him more room to upgrade

Probably would make better sense to start off with a single 4GB stick - even if you choose to run windows that should be more than enough
