Overvolting does not increase power consumption, it decreases it. Overvolting is just allowing for more amperage to run through something. It should also decrease temperatures. What increases temperatures so much is that you're making the CPU use more power than it's made to, to allow for the higher FSB.

And yeah the Corsair HX650 is plenty.
Oh and while im at it, does it matter what optical disc drive you get? I can get a $30 22x LG or a $40 24x Asus, which should i get?
