They do a lot of annoying things to try to control the market and I don't mind because I know ultimately it's just because they're trying to keep it from being exploitative. And also because who cares about dota hats.

This is probably the most obvious point that people don't think of. If you were a business would you rather provide your customers with a minor inconvenience, or cut off one of the main ways people pay you with?
Reminds me of the time Russians bought TF2 crate keys to launder money.
I still fail to realize why they can't have cards that are repeatedly used flagged as trusted in some way.

But only for that card on that account. Its also an issue of "Hey, this trusted credit card has now been stolen."
But you can't trade shit that you buy, even if you do that.

How would you like it if you used the same credit card for a few years, your bank marked that card as "trusted", and then you were a victim of fraud?

It's not your bank marking the card as trusted, it's valve. Lock it to a specific account, and give people the option to trade stuff faster.
The current non tradeable, non marketable, but can be gifted once just encourages fraud because it doesn't allow you to do simultaneous exchanges for stuff.
