• Videos don't buffer / downloads don't start

I've been having this problem for like a month where some videos from mutliple websites just wont buffer at all, and some downloads from some places won't start at all (some start after like 10 minutes of waiting). It doesn't appear to be happening on other computers in the house and I've tried Chrome and Firefox but both do it. Sometimes the downloads/videos work randomly though.
If it doesn't happen on other computers then it sounds like some configuration or software on that computer is causing problems. Try these things: - Virus scan - Check browser extensions - Go into Internet Explorer Settings, go to Connections tab, then LAN Settings, and uncheck Automatically Detect Settings if it's checked. - Make sure no browsers are using a proxy (The above settings page has the proxy settings for internet explorer, which also controls the main proxy settings for Windows) - Check for unknown background programs running
I found no viruses, not running a proxy, and in Internet Explorer the downloads work, but they download at like 50 KB/s for some reason (it normally is around 760 KB/s.). I don't get it, lots of sites aren't effected by this, but some are. I don't think i have any background programs running that would cause this type of thing either.
