Both are males by the way, my dog is either gay or retarded.
I guess they're just horny, like teenagers. Scold at the dog when it does it. He's probably confused since there's another animal in the house and his instinct is to reproduce.
My cat is always like "fuck that shit I'm going to space" and my dog is a whiney little bitch and stalks my cat and whines when he's not with him.

It's NOTHING sexual. Humping is a sign of dominance among dogs, just like licking is a sign of subservience. Effectively, the dog is making its victim their bitch. Explains why even spayed females hump.
