Chrome must have started doing this a couple of months ago, I left it because I thought it would just go or something, but it hasn't and now it's really annoying me. And it's not just stuff like in the picture, there are pop-up ads before YouTube videos start, when I open a new tab, when I'm looking at stuff on eBay or other shopping websites... I have no idea how I managed to get them in the first place. I've tried using adblock to try and get rid of them, but that doesn't work, I've also looked through the settings and browser extensions of Chrome and there doesn't seem to be anything. Any help will be greatly appreciated.

You have adware. Try running anti-virus software.

same thing happened to me (on firefox)
upon reinstalling the browser it went away
you probably have adware on your computer, get some antivirus (even Microsoft security essentials is great for this stuff), and malwarebytes also works great with it (free version of that also works)

See if there's any extensions on Chrome you didn't add. If there is you can probably find the name of the adware and how to remove it.
it's most likely an extension you installed unknowingly. just disable it in chrome settings.
If not, just re-install your browser and/or run a scan on your PC.

It looks like a virus I had recently. AVG couldn't even detect the thing, but Malwarebytes obliterated it. I can recommend Malwarebytes for the job.
I was just using AVG. Downloading Malwarebytes now.
