Well they've been encouraging people to use Steamworks from GfWL, so not too sure. Maybe though, it is Microsoft after all.
Well Microsoft do have the Windows 8 store that they could use to deliver games.

They could but it looks like Microsoft is ok with using Steam and they would probably do well to use it.

Whether they will be satisfied with that in the future is questionable tho. Lately there's been quite a few Steam-like services tied to publishers popping up, some of them not mutually exclusive like uPlay, others like Origin very raking in the exclusives. Blizzard's Battle.net application is currently in Beta and PWE announced a Steam-compatible launcher a couple days ago.
The whole reason why Valve saw themselves forced to gain some independence from Windows is because they feared MS would start to exert more control on their turf, which could include "pulling an Origin" with their store. If MS does take the PC space more seriously, they'll probably want that investment to pay off as much as possible.
GFWL is dead, but who knows what follows.

I still hope that Titanfall will be released for Steam(despite it flaws, it is nice having everything in 1 spot) but it is nice to hear that MS won't go like 'nope pc'.
Hopefully no second GFWL(I hope they learnt from their mistakes).
