Because clearly your OS is going to determine whether or not Java is installed to be able to run a third party application.

By the sounds of it, it seems like Microsoft's offer to help was unsolicited. Notch wasn't pursuing it and didn't want it to happen right now. His blunt response is understandable.

Windows 8 isn't that bad, from my personal experience, Singleplayer minecraft works, but multiplayer seems to lock up, before I get in...

He doesn't want minecraft in the win8 store, that's what this means.
