Check if there isn't tons of dust around your card

Open up your case and check your fans. Try to get some dust out of there if there is any.

"lag" problem is likely because that card isn't meant for heavy games, it's more of a replacement for integrated than anything

8400GS is decent. My brother ran TF2 on quite high settings with a stable framerate with it.

decent for Source at most, at a crap res like 1024x768 maybe
i had a similar situation with my 8800GT. it usually got up to 175 celsius (!) and then my PC froze and my monitor went into power-saving mode. not sure if 175 celsius was the real temperature, but it was overheating for sure as my PC froze every time it got that far.
also, no lags were felt before the PC froze so as someone said the lag issues you suffer are likely because your card isn't that good for heavy gaming

I'm mostly trying to run Source games. It really is a decent card. I had a 64mb and a 256mb card before this 512 and the games ran fine. I turned off my computer cleaned out all the dust I could then put it back in. Now its running at 99-100 Celsius (210-211 Degrees Fahrenheit) Says the minimum is 210F and the max is 215F.

That's at least some improvement.
I'd say you should try and get a cooler for your GPU, they can do miracles. My 8800GT idled on 90 degrees. Got a cooler and it now idles at about 40.

Oh, now you actually care about what I have to say, huh?
It's a cooler (mine is basically a series of copper strips along with something else) that you attach on top of your GPU that (in my case) can radically bring down your temps. They don't cost that much, I got mine for 30 euros. Easy to apply and works like a charm.
Here's a Zalman VF900 (I've got it) attached to a GPU:

That, my good man, is a fucking miracle. A single-core CPU is already kind of pushing it, but the 1 gig of DDR2 RAM running at a frequency such as 266 Mhz is just overkill. Those are the real parts that need upgrading. If you don't play anything else besides source games (I assume you play 1280x1024, considering the res of your screenshot?), your 8400GS should suffice for a while.

Well it's actually a dual core. Dxdiag tells me so and when I look at task manager it shows me 2 different CPU Usage windows.

Did some more searching and it does appear to be so.
Then I think it's your RAM that's bottlenecking you. Get new RAM, make sure it's at least 400 Mhz or so, preferably 600/800 Mhz.

One more thing I forgot. If you get dual-channel RAM, make sure you get it in 2 or 4 gigs of it. Dual-channel RAM (if I'm not mistaken) tends to work better in multiples of 2, just like triple-channel works best in multiples of 3.
