Need everything for the computer itself and a monitor. My friends, show me what you've got.
Oh, and it's going to be purely for gaming.
I made a post a while back resulting in this build: http://facepunch.com/showthread.php?t=1273733
It has a cost of 800$, but it did not include OS and monitor so it would have to be down-scaled about 100$ unless you are willing to go up in budget.
Keep in mind that the build uses Ivy Bridge Processors and an appropriate motherboard which are now last generation processors.
You may want to consider Haswell instead, as they tend to be only a bit more expensive then there Ivy Bridge i5 counterparts from what I've seen.
I can't say the same for the new motherboards. They might be too expensive, or they might be the same price.
Also do you need a keyboard and mouse?
The operating system will have to be windows 7 or 8, because unfortunately developers go windows exclusive (or windows and console) far too often.
Windows 7 (170$ or there about): http://www.amazon.com/Microsoft-Windows-7-Home-Premium/dp/B002DHGMK0/ref=br_lf_m_1000392481_1_1_ttl?ie=UTF8&m=ATVPDKIKX0DER&s=software&pf_rd_p=494061951&pf_rd_s=center-2&pf_rd_t=1401&pf_rd_i=1000392481&pf_rd_m=ATVPDKIKX0DER&pf_rd_r=0ZFF1QHJ4W820SN6J658
Windows 8 (80$ or there about; I think this is the right version): http://www.amazon.com/Windows-System-Builder-OEM-64-Bit/dp/B0094NY3R0
As far as monitor I have two acer monitors. I cannot recommend acer monitors over other brands, as I have not tried others, but I can say the ones I have are fantastic. But the only things I really suggest are get at least 1920 x 1080p resolution with a 60 Hz refresh rate (which is almost all monitors manufactured today). Keep in mind whether or not you will need built in speakers.
This is the monitor I have, and I highly recommend it: http://www.newegg.com/Product/Product.aspx?Item=N82E16824009255&Tpk=Acer%20S231HL
Also can anyone on this thread tell me if there is a visual difference between HDMI and DVI connections?

Visual: None. (unless you are talking about Ultra HD resolutions)
