Well, The Road Warrior does hint that it was somewhat due to a collapse in the police force in Australia from the first Mad Max film, and the breakdown that came after that was caused by the world running out of oil. If I remember correctly.

The police had mostly disbanded in the first film, but those that kept going were doing so (complete with paperwork) to give a sense of normality to people, as well as themselves.
Main Force Patrol were essentially just an organised street gang that had their numbers dwindle into nothing, hence Max journeying around after what happened to people around him.
As for the world, it's so barren. Something must have happened. Look at the cities at the end of Thunderdome for proof.
The apocalypse in Mad Max went like this: Oil started to run out, and society started to go into the shit. Then in the end, countries started bombing each other into shit for oil.

I always saw Mad Max as not an apocalypse, but just life in the outback.
It's much more entertaining that way.
