I get low fps in every game and also choke in games, before i could play any game i wanted to play on high with everything maxed out.
Its not a hardware specific problem nothing is malfunctioning.
I ran a memory test as well as other test and i cant seem to find the problem which is causing this issue because everything else is working fine. Ive also reinstalled windows 7 and formated the entire HDD

What GPU is that? 5770? Seems a bit underpowered for your resolution.

Your CPU is a bit hot as well, might want to figure that out.
It might be that your graphics card is suffering from overheating, speccy does not give any temp readings on the card so I cant be certain. If you do a fresh boot and start up a game, does the game run smooth FPS wise? Also I mean with a fresh boot that you shut down your pc and wait till it cools to room temps again and then start it up and try.
Oh, no temp readings on the GPU, might mean you don't have the drivers installed. Have you installed your video drivers?
I have my drivers installed and I can't see any temps on speccy either for my GT220.
the gpu is not overheating it running 39 Degrees with 70% fan speed. and drivers are installed.

I got another GPU which i will test maybe the GPU chip is broken so i gonna test my 7900GTX.

The 7900GTX has even worse fps i used to get 90 fps with it in source games like dods and tf2.

What FPS were you getting before and what are you getting now?
I actually had some weird performance drops when my PSU was dying. It was reducing the voltage to my CPU and GPU, thus making games run much worse.
the cable that was powering the gpu had a broken pin thats why i got so low fps but i use a new one now so i get more fps but i still get high choke.

The 5770 is a decent graphics card, I used a 5770 for 5120 x 900, no problems playing games.
Exactly what games are you playing?
I run a similar build with two monitors on an 8800gt (1280x1024 and 1440x990)
Although my e6700 is clocked to 3.33ghz and still has better temps.

Choke has nothing to do with your graphics card, check your network settings.
