Do the lag spikes occur when a lot of things are going on? If it is, then I think that it is your CPU's fault.
I'm not sure, but maybe the CPU is bottlenecking the integrated GPU?
They happen even when nothing is going on and not more often when stuff is going on. I doubt the CPU is bottlenecking it since on a 2.4GHz single core PC I don't get spikes like that.

As far as I know, CSS is not multi-threaded, so you're only using 1 core.
Anyways...
Did you try updating drivers?
I updated video and sound drivers yes, it probably is my cpu then 1.1GHz isn't much.
You can try to use task manager to kill any processes that are run under your user name to free up some CPU power.
I already do that.
