USB Devices don't work after overclocking graphics card/RAM

Hi all,
I've come a cross a peculiar problem with my computer. I've been trying to troubleshoot it as much as I've could, but I could use some insight.
Whenever I get into the Windows 8.1/10 Boot Manager or Windows 10 itself, USB devices don't initialize and I therefore cannot interact with the system.
Let me give some back story as to what happened and what might have cause the issue.
Today I rebooted my computer to see if I could overclock my RAM from 1333MHz to 1600MHz. It worked, but I wanted to see if I could get it to 1866MHz, just as a curiousity.
Little to say, it didn't work. So I put the RAM back at 1333MHz to make sure everything was fine.
It booted into the "Choose Operating System" screen, but I had noticed that my mouse and keyboard weren't working, as well as my dualshock 2 or microphone, and previously my speakers had popped a little sort of signifying that it wasn't getting a signal anymore(its standard speakers from the 80s-90s, no bluetooth or USB nonsense there, so its not just USB).
I decided to wait until it booted into Windows 10 just to see if it wasn't within error.
It was. All devices weren't working, other than of course my graphics card and monitor.
Another thing I did might have caused this problem.
Last night, I was curious as to see what overclocking I could get out of my graphics card. It's a EVGA GTX 650, non sc. I powered up Precision X and FurMark and began overclocking.
Everything was working just fine. I got it to a stable-enough 1.3GHz before I went to bed. The computer ran all night without issue. After I woke up I began doing the RAM overclocking as I'd previously stated. Keep in mind after the 1600MHz overclock the computer was working fine.
I've reset BIOs to default. Also, I know I have not damaged any components because the mouse and keyboard work perfectly fine within the UEFI.
My system specs are as follows:
Core i7-4790k @ 3.2GHz
Asus Z97-A
EVGA GTX 650
8GB Corsair 1333MHZ DDR3 dedotated wam
450 Watt PSU
I'm burning a copy of Windows 10 to see if a startup repair might to the trick, but if that doesn't work I could really use some advice.
I'm also starting to suspect that my PSU can't handle the gpu overclock very well. No real reason to think this, just a hunch.

I've also booted into Arch Linux and all peripherals worked there. Running Memtest86 now to eliminate the possibility of RAM being the issue.
