How does one get their start menu and theme like that?

The start menu is probably made using WindowBlinds. I've seen this stuff somewhere but I can't remember what's that theme called...
The start menu isn't even open in that screen. I just see desktop icons and collapsed ICQ/WLM lists.

Looks like invisible RocketDock or something.

It's not windowblinds, but a normal visual style
The windows theme is mnlstk
The icons are flurry in avedesk
the messenger is miranda
