Really all flirting is is normal talking with a small amount of...provocative...ness. It's hard to describe without using the word "flirt". All humans have the ability to flirt, it's basic instinct. When you're talking to her, take the initiative to complement her when you can without being creepy. For instance, if she says "Ugh I feel disgusting today" don't be like "YOU'RE THE MOST BEAUTIFUL CREATURE IN THE WORLD PLS MARRY ME", rather "You look better than I do" or something subtle like that.
It's a lot easier than it seems. Just smile, be confident, and be subtle.

You find girl, you talk to girl, you try to make girl laugh, ask about girl, etc.
Just show interest in her as you would anything. Ask about her, comment on her (positively obviously),

Flirting is basically just being nice and jovial. By jovial I mean be light-hearted and comfortable. Treat the girl like she's one of your friends (hopefully she is), and don't treat her any special.
You know you're on the right track if you get her to smile or laugh.
Main thing is to be comfortable around the girl you're flirting with. Also, try not to actively think of it. Which is to say, don't go "okay I'm gonna start flirting with that chick." Just let it come naturally.

Flirting will come naturally if it's with the right person. There's a difference between flirting, and being creepy, and the most important part of flirting is not crossing that line. Keep your comments PG. If she puts herself down, she is either compliment fishing (this can be good or bad, she could be looking for attention, which is bad, tastefully excuse yourself if this is the case, or wanting to see your reaction to her mood, which is good) or she may be depressed or unhappy.
You should respond to both situations with a thoughtful, but not overly provocative compliment. It helps to be a smooth talker and/or inventive, girls love it when you come up with creative ways to respond to this type of thing.
Jokes and impressive feats can help create conversations as well. Remember to always be respectful, this is paramount.
