Seriously, the UK still does not allow ripping cd's?

That's just silly, and now what this law change is about AT ALL, torrenting will stay illegal, because while the downloading part is legal, since you own the game. Most torrent clients do not allow for downloading only, and force you to upload too. Distributing copyrighted material is illegal unless you are the owner of the copyrighted material, therefore torrenting is always illegal.

Hezzy is a community support officer, all he can do is knock on your door and ask you nicely to wait whilst he calls the real police.

Why can't we just assume in good faith that the people we're sharing with also own said material?
