Well yeah, when you're hooked into more wires than a life support patient it's easier just to sit back and not bother moving around too much.
It's important to note that they're talking about basic 360 videos on consumer phones, not proper tracked vr games or experiences on a quality system like the vive or rift where people are beyond any unreasonable doubt not just staring straight forward.

Were you confused on what type of VR they're talking about? Most of the android vr goggles have no wires at all, and your observation appears to be talking about the wrong type of vr and being wrong about that v:v:v

360 video is not VR. In my opinion, viewing 360 video on a VR headset is actually a much worse experience than viewing it in a browser. In a browser, you at least have the illusion of perspective, while in VR you can clearly see that you're disembodied and locked in the center of a scale-less sphere with a low-res movie playing on the inside.
I've noticed that with VR, a lot of people don't necessarily want to physically move about in the space they perceive to be in. For a lot of folk, it's more about the feeling of immersion at being surrounded by this world, without visible borders or such letting you know you're just staring at a screen. Which to me is A-OK too honestly, I've done that myself far more than I have actually physically moving my damn head about haha.
It's not an issue though - some people don't want to physically move a lot, some do. VR caters happily for both.

Personally one of my favorite things about VR is the ability to look around and get closer to things with the full head tracking and all. It's a great feeling.

tbh best way to view 360 video is with a gyro/phone so you can 'look' around, while being held in hand
