i went to a 100-tick tfdb server once, i didn't notice any difference other than the number in net_graph
tickrate is basically how often the game updates what is going on per second
its like fps for the server
100 tick = 100 updates a second
30 tick = 30 updates a second
why people change it and want a high tick is p obvious. higher tick = smoother gameplay

Now a higher tickrate means smoother gameplay, but not always. Depending on what you're doing on the server, it might actually be better off with lower tickrate. Basically, if you're doing something like Gmod sandbox, keep it at 33. If it's something like TF2 or CS:S then 100 is fine.
And yes, in a nutshell it's serverside fps. If you run SRCDS in console mode you'll see an FPS counter at the top, that's your tickrate.
