Ok so recently my graphic card and cpu were overheating so I I open it up clean it all out and while doing so realizing the thermal paste/pads are not really working anymore (all crusty and peeling off ect) Since I wanted to learn how to do this I go to a local computer store and ask him if he could do it for 20$. Then he asked me if it was ok to check all my other hardware. No harm right? so I get a call the next day says hard drive is failing. at first I was like what, but then he explained it(forgot what he said) and we were talking prices. I told him I would get back to him later. So i look up some hard drives and they turn out to be around 200$ then what he talked about in the first place. So i got a little suspicious and remotly log on to my computer and check the hard drives using cmd and crystal disk. Everything is working good. now i am really question him. haven't talked to him since yesterday but I don't know how I should move forward. Any advice appropriated . (he charges 75$ an hour he said it would take 3 hours to install hard drive and windows)
TL;DR guy says hard drive is failing I check it, everything checks out ok, don't know how to proceed.
Current hard drive :
1TB 7200 RPM SATA Hard Drive 6.0 Gb/s

It took me 20 minutes to install my 3 1TB harddrives, pretty sure he's trying to rip you off.
He's probably including all updates and such as well, which can definitely take 3 hours. Unfortunately smart data alone can't tell every failure. Still seems odd, and charging hourly for updates is fucking ridiculous. Are you fine with fully testing your hard drive yourself and reinstalling Windows/a drive if necessary? If so, I'd suggest just taking it home as-is.

Chances are he is working on oher computers also in that "3 hour job" so knock a few extra $75 onto that
But seriously, three hours?
My record time on installing Windows 7 with a few missing drivers and the programs the owner needed was an hour and a half. Installing a new hard drive depending on if it's a laptop shouldn't take too long either.
I host a Windows Deployment Service on my server, and then PXE boot the machine I have to install Windows on. Much faster than installing from a optical drive. But yeah, that guy doesn't sound too good to me.
Also the drive isn't badly failing at least, if it is at all, you could just clone it.
Replacing a HDD and applying thermal paste is pretty easy, just follow some guides on YouTube and you will be fine.
