• Slow performance in TF2 with 5970 2gb

I'm getting 60-80 fps in TF2, I've always used fps_max 300 and gotten 299 fps constantly. Recently my graphics card has been making a high-pitched sound just around the time it started making the sound. the card was loose, well, i plugged it in more securely and then high-pitched noise stopped happening but my framerate was still low. I reformatted yesterday from Windows 7 Ultimate 64-bit to Windows 7 Ultimate 32-bit because there were a lot of problems like system information not loading and certain processes not starting. so reformatting again probably won't fix the problem my framerate is the same on lowest settings as highest settings, i'm mainly concerned about having a low framerate because i'm getting a 120hz monitor soon. Check the capacitors on the card sounds like something is screwy.
Why would you downgrade to 32 bit? If you have a spare card, swap it out and see if your FPS improves.
Remove one of your video cards, and go into tf2 options and disable multi-core and monitor sync.

If it bothers you too much, get some epoxy or silicone and put a glob on the inductor coils on the card to keep them from vibrating.

It hasn't whined since I tightened it back in
