I've found other sources that 'conclusively' say it's "Worst comes to worst". I couldn't find any sort of consensus - hence the poll.
I agree that "Worse comes to worst" makes the most sense (that's what I voted for), but a lot of people I ask say "Worst comes to worst" anyway without thinking about it.
