Am I measuring this wrong? I wear an adult small, but this seems pretty huge.

Chest size means girth. Take a fabric cloth and measure, or get a string and wrap it around you then use a tape measure to see how long the length of the string was.

I wear an adult large. I just measured myself, without pulling and with some light slack I'm around 43", which is Adult L on that chart.
