Logic 101: Replacement GPUs not working on that computer, but will work on another computer. This means that this is not a problem with the GPU. But the Motherboard or CPU.
Do you have any PCI video cards, or just PCIe? If you haven't tried a PCI video card, you should. The BIOS could have become corrupted and reset to search for PCI video cards in preference to PCIe cards and refuse to work with PCIe cards. I've seen a bunch of motherboards do this, it's quite annoying to diagnose.
Is it a new build, or did you just try replacing the GPU after the problem started occuring?
Either the motherboard is broken or there's a problem with the BIOS. As you can't get video output, a BIOS problem is not something you can fix, so the only thing you can do is give up on it. You probably have a warranty of some kind, check the box and stuff, you might be able to send it back for a new one. Unfortunately if it's broken, it's broken. If you can't get a replacement for free then you'll have to buy a new one.
