Looking for a movie. (warning, very vague description)

I saw this movie in a video once and thought "Hmm, I should watch that sometime" and now I can't remember the title.

From what I can remember; the movie features these group of guys going inside a building and their goal is to reach the top of the building. Problem is, the building is filled with bad guys that they have to fight and IIRC each floor had like a "boss" kind of guy with a special ability or theme or something. I THINK the good guys are cops and I THINK this is a martial arts movie but I am not sure. If I see the movie or hear it's title I feel it will hit me like a brick and I'll remember. Sorry for the vague description but if anyone has the faintest idea what I'm talking about I'll appreciate it.

There was some dumb PSA type movie on Cartoon Network years ago, like 2006 or so, and i distinctly remember it was about some 90's kid shit like rollerblading, and a dudes heart exploded.
