I seriously can't help but feel that if Persona 5, a highly anticipated console title, wasn't a factor that any developments on the emulator would not even register to PC Gamer.

The website for the emulator in question literally says it supports Vulkan and DX12 renderers.
Development also began in 2011 and it still isn't finished, and considering work on the API is one of the biggest and most immediate hurdles of emulators, especially when it comes to modern hardware, a switch to 'native' Vulkan/DX12 would take a small eternity.

It would have been written with OpenGL in mind. I'm not an API programmer but I wouldn't be surprised if there were compatibility layers of sorts that make it easy to go from OpenGL to the other two.

It's not just a matter of "which is the best graphics API (for the job)". RPCS3's three implementations vary in compatibility with games and hardware. You really have to try out all combinations of options to find out what's best for any combination of hardware, driver version, RPCS3 version, game, and demands (graphical glitches vs. performance).
i never knew that ps3 emulators were a thing, this is pretty amazing to me tbh, i grabbed a vita just to finally try a persona game since I've heard very good things about them

It basically wasn't a thing until the emulator managed to run Demon Souls less than a month ago.
