Gee, Valve, took you about the right time* to actually address this.

Glad they are taking the time to improve offline mode. I am on it at least once a month (since I tend to lose internet late in each month) and I have experienced issues before where I couldn't play certain games. Seems like they ironed out most of the bugs though.
I think they're only acting on this now because of steamOS. If they had these problems on their steam-box-consoles people would throw a fit in anger, it'd be like the original Xbox One.
probably, but i think its more the case that valve has switched from game-making mode to software mod for now as they are building up steamOS, steam boxes and plan on actually competing with the polished UIs of xbox and playstation. they probably see that steam needs some work under the hood before it can compete head to head with them, some of the stuff they're addressing is probably general housekeeping but other stuff theyre working on is making sure that steam works perfectly every time.
Offline mode aka you can't do anything
How on earth did it take them this long to realize how awful offline mode is
Valve and the STEAM department seem to have their properties list the wrong way around most of the time.
This always pissed me off, you have a internet outage, you can go offline but if you restart your computer, say goodbye to your steam library until you get your internet back.
