It's not a stuff pack. Game Packs are basically mini-expansions that still contain several gameplay elements instead of just stuff to put in your house. They're also cheaper than ex packs.
Vampires were also added in their own ex pack in The Sims 3 before the rest of the supernatural stuff.

Fortunately I got bored of The Sims 4 pretty quickly really, I prefer The Sims 3 in alot of areas over 4.
Call me crazy, but I feel that there should really be a zombies pack instead of vampires.
Think of all the decay and survival stuff one can put into a pack about a zombie apocalypse.

That is far too much effort than EA is willing to put in nowadays. At most you'd probably get a pack with little zombies and a lot of late 90s grunge furniture and attire instead.
