I've been using this ass sucking laptop for four years and I'm ready for something I can actually do something with. I scraped together $350 and I'm wondering if I can get a decent build for this much. I want to be able to play some games (STALKER, TF2, GMod, and hopefully ARMA 2) but I understand that I don't have a lot of funds and probably wouldn't be able to.
Probably not. On the assumption that you do not have an OS, you'll be put back to $250 already. Save up atleast $600-700 total for a good gaming build.
I got an OS, case, monitor, mouse, and keyboard.
Same as Vaun. If you already have a 64 bit OS and monitor $450 is the minimum. Gonna be $675 if you need the OS and monitor.

Nice build actually. Get cheaper RAM and a better motherboard. Though I think the extra $10 is worth it for a Samsung F3. The PSU is overkill, but I'm assuming it's for future upgrades. However I think the PSU I suggested is sufficient enough, even for a GTX 460/6850. Maybe even a 6870.

The OS is 32 bit. I don't know the resolution, I don't regularly use the monitor. It is 18 inches and that's all I know.

OP, maybe just get my build with the CPU Vaun suggested. Also consider the hard drive he picked, since it's $10 cheaper. I have a Western Digital Blue in my build and it's fine. I don't think you'd notice a difference from it and an F3, but F3s are slightly more reliable and faster.

Perfect! At 18 inches it really can't be a high resolution so the 4830 will do fine for a good two years. I predict that ARMA 2 will get 35 FPS average at full resolution on medium with maybe high textures or objects (only one option on high probably) if you get my build with Vaun's CPU.

If my memory isn't totally fogged up, don't 32bit OSs recognize about 3.5 gigs of RAM?

I think up to 4 GBs including the video cards memory, so yes in this case 3.5 GBs. That should be enough.

Biostar isn't an amazing brand. It would probably work fine but you get what you pay for. Also, I think spending an extra $15 on a more reliable motherboard is kind of like an insurance. Spend less and risk your PC going down or spend a little bit more to know 95% that it won't be faulty.
Only issue that remains is whether or not your case can support a micro ATX mobo. Follow Falco's suggestion and take a picture of the interior. I had a worse system before I upgraded (dual core Athlon II and a 4670) that was able to run ARMA 2 on full resolution on medium at 35 FPS average. You should get 35 FPS on medium-high.
