• Two fans not working, relatively new LED is struggling to be on

Exactly as the title says. Only one of my three tower fans is actually turning. The other two just... don't. I tried manually turning one (while power was disconnected ofc) and it turns fine, so it's not blocked. The other one I can't reach to test this. Another thing is that one of the LEDs in the tower is blinking. The internet seems to suggest this could be my power supply dying but I'm not going to go out and buy a new power supply without further evidence. I tried unplugging random peripherals to see if the power supply would divert the unused power to the fans but it doesn't. They still don't turn. I'm kind of hoping I just need to replace the fans, but does anyone know what it could be?
The fans are either burnt out or the controller in the board went out. What LED are you talking about, power or disk?
It does sound like the power supply could be going bad. Are there any bulging capacitors?

My tower has those ~tacticool~ LEDs on them. A few surround one of the fans (working normally) and two of them are on the front. The two on the front aren't powered correctly.
