The Thief series had a Victorian semi-scifi setting long before Dishonored so if anything Dishonored copied Thief.

Thief is 2 degrees of a ripoff of itself.
It makes me sad how people forget the classics. They see a game that came out a decade after a classic game came out, so when the classic game comes out again they assume that it's ripping off the much newer one.

To me it always seemed more miedieval-esque with steamworks everywhere. Character designs didn't seem Victorian at all.
