It's his modified skybox. It's really crappy looking.
Edit: Also installing car mods makes that LOD pop in so horrible. It's a symptom of GTA4 no one could ever figure out.
I think he just means that due to the inevitable mod jankiness, the icon prompts stutter around and the player animations look really stiff. Like many ambitious janky mods: It doesn't look awful, just unpolished.
Ugh, the textures on Aiden look awful. It's like his coat is made of foil. Even when it isn't raining, you can see it being overly shiny.
The gameplay mod is pretty amazing, though.

Well, it came out in 2008, and it was the first open world game on their new RAGE engine.

sure, if you have a titan or some shit. It never runs well and only looks good for renders and photos.
