Well, heres the story, my garrys mod wouldnt start up because it would keep saying "This game is unavailible, please try again later" I restarted steam, everything. I went to the steam support website and i followed the steps and ended up fucking my whole steam folder, it wouldnt start because it was corrupted and I would get a "Access Denied" error. I unistalled steam and still saw my game folders there, I try to delete them and I get "Need Permission to do this action" and Im a administrator and it still says i need permission! From who?? Bill Gates himself? how the fuck do i fix this>
Install this:

Then right click the folder and take ownership, then delete the folder.
