What is this wire clip thing called, and how should I use it?

I recently found this clip around part of a mini-USB wire I had laying around. It was pretty weighted, so I took it off.

The hole in the center is wide enough to fit probably two small wires through.
Is there a name for this, and more importantly, is there a practical use for this over using velcro or something to bundle my wires?
That is a filter and it's designed to mitigate random spikes of electromagnetic noise that might be picked up and carried by cables.

Since I only have one of these, any ideas where I should put it on where it would make the most difference? My microphone wire maybe? I didn't know electromagnetic noise was a thing.

Pop it back onto whatever cable you pulled it off of.
The wire I got it off of is broken, though. I shouldn't use it then?
Stick it in the microwave for a few minutes and see what pops out
