They un-fucked the original pretty well, the PvP still sucks but the PvE experience is pretty good. Just don't pull a Bungie, Massive.

Most people seem to be expecting another launch mess and then it will take months again for it to be good. Who knows.

Bought The Division in November 2017, really liked it however it was hard to progress as everyone was so far ahead, not much of a playerbase to group with in the low levels. PVP could be super fun or super broken, PVE was fun at first but got tedious. Really hope they fix everything and add a bunch more to the new one, I am mildly hyped.
Just make a kick ass expansion. You've spent all this time building onto the game and making it genuinely pretty great, why toss it in the wind to go back to a bare bones game full of bugs and lacking in content? Just make a kick ass $40 expansion, revamp PvP, throw in central park, work on the netcode a bit... It's not like the game engine is out dated. Most of the leg work is done. The $20 difference would be negligible in this case

Just the Steam charts alone are 10k+ a day, and if you look at the leader boards during the events, there's more than that alone participating. Most people don't have it through Steam though. If you check the leaderboards and scroll all the way to the bottom it goes into the near 200k range (Monthly), and that's JUST the Dark Zone. That doesn't count the Resistance leaderboards or the Global Event leaderboards
