DasMatze has been around these type of games since like forever, he made a ton of stuff for Rollertoaster tycoon 3 too and Lego blocks for Garrysmod iirc.

The Los Santos map is amazing, I recommend taking a look at it.
Is Los Santos could be made, imagine what other maps people could make. I'd kill to see someone do Stilwater (probably my favorite open world in gaming).
