No, it technically is an ARG: "Alternate reality game".

ARG isn't simply associated with game developers throwing clues out there for fans to find and unravel before a big unveiling. The only reason you all associate it with this is because it has been fairly common for a few years now.

This type of "ARG" is one where people simple guess what these achievements are all about. Plain and simple.
