Internet Speed acting funny when i try to download

Im having a extremely puzzling problem and iv looked on the internet and i cant find an answer. iv just setup a new computer and i have connected to my router through a modem and its all working fine but every time i begin downloading a file my internet speed drops to 1.0Mbps from 54.0Mbps
does any one know how to fix this and whats causing this
54 Mbps is probably what the network card is capable of at the current signal level.
1 Mbps (or 1MBps) is probably your max speed.
Maybe the file download speed is capped at 1mb/sec. Some sites is even lower than that.
well the internet speed is absolutley fine till i start downloading and my speed IS 54.0 Mbps always has been im using the same modem as i was using before changed computer and the speed was fine during download then. im using rapishare if that helps solve the problem
