well i am really tight with my budget
the parts i have are
inno 3d nvidia gt 9600
amd phenom II x4 955
and the motherboard i am going to try and get

Why ari such, gaming-wise, middle-high-end CPU with such a bad card?

I mean if all you're doing is GMod a 9600 will max it fairly easily
This game requires a lot more of your CPU than you GPU, this looks like a pretty good build for Gmod.
But are you really buying this STRICTLY for Gmod...?
