2) On my already jailbroken iTouch will it brick if I update it to 3.0 regular to rejailbreak?

You don't have to upgrade to jailbreak - but you should. You can upgrade like normal, guided upgrades were left in the dust since 1.03 (oh GOD that was a nightmare), and I believe you also have to perform one to preserve your baseband. Upgrade - and jailbreak after. "Jailbreaks" are released to target an OS and a specific iPhone\touch model.
Kay, so this is an iTouch, don't worry about the baseband. Does it matter what version of iTunes I have? (For a 3.0 jailbreak of course.)
No, the process is completely independent (apart from the MobileDevice framework, that gets updated with iTunes) - you might need it for the actual upgrade, though.

Yes. Get the latest version, upgrade, then rejailbreak. You can't brick an iPhone/touch permanently unless physical damage is thrown in the loop.
