I only just recently bought this computer from one of my dad's friends but I don't understand why the CPU is being used up so much. Is it because of the System process using up 114,748 K?
What model CPU is it?
Intel Pentium(R) 4 CPU 2.40GHz
That is a fairly old processor, so it wouldn't be surprising if it was at high usage whilst idle. However 70% does seem strange. What version of Windows is it?
It's Windows 7 Royale XP
Now it seems that the CPU has calmed down a bit but occasionally it spikes up 50-100% every hour or so.

Windows 7 Royale XP is not a OS. Do you have Windows Xp or Windows 7?

Was unaware of that because I didn't even know what the hell it was.
Look at the taskman to see what processes are eating up CPU time.
Or check the performance monitor instead, not everything shows up in task manager, and it gives you more info.
