So I've decided to start playing D2 again, on hardcore. I can install without error, login, select and play my necromancer without issue. I tried making a new character, and I crash with this error when I start a game (multiplayer):

I've tried all classes, ladder and non-ladder, hardcore and not.
I've reinstalled completely; deleting registry keys, leftover file/folders, anything related to Diablo or Bnet. I've googled the problem but to no avail.
Also XP SP3, use the legit downloaded installers from battle.net
Your problem most likely lies in the fact that you're using the new installers from battle.net, that's the only thing I can think of off the bat.
I've saved it, its actually quite old, and has worked at least 10 times before
