• Fresh Install - Steam won't update (Gift if you can fix it)

So basically, got an SSD, did a fresh install of Windows 7 and deleted my whole directory on my second HDD, it was about 800gb in size so I wanted a fresh start. Attempt to reinstall Steam, met with "You need to be online to update" I have disabled all anit-virus/firewall and it still says the same, so I go back to my old partition and install Steam on there, it works fine, log back onto SSD and it works. However now if I try to install a game, it just freezes on the percentage or creating game cache files. It just won't connect, I also had an issue where the anti-virus I downloaded after I got Steam working and met the error, it wouldn't connect to do an update. I've flushed my dns, renewed IP, that didn't help. I also ran Wireshark and got some errors about UDP Checksum Errors I just tried to upload a Gyazo screenshot and that gave me an error too. I think Dropbox is having a problem aswell. I really need this sorting since I can't do jack shit other than play some games not on Steam. Does it crash steam when it starts to download, or just freeze?
I misworded that, Steam works fine, I start the download and it hangs, just sits on the current percentage not moving, if I then try to stop the download, it just keeps suspending it, won't actually stop it until I exit steam.

Which anti-virus did you download? sounds like something might be blocking incoming / outgoing connections.
The blocking was happening when I actually disabled even the Windows basic anti-virus and firewall, had no 3rd party anti-virus or anything. So it can't be anything to do with that.
