My friend's pc will boot up he says that he get's no beeps and no picture but after 10sec it will restart.

Tell him/her to try accessing the boot settings and changing the boot method. This is the first thing I'd do, even though it probably won't work. But it's worth a try.
You can usually access the boot settings by pressing F12 or another key (it would be specified on the first screen that appears when you turn on the computer). If it's a laptop, on some laptops there is a very small button that you need to press using a pin or a small object, which will allow you to access the boot settings.

he's getting no signal on the tv so he can't
Try a barebones boot with just the processor/cooler and one stick of RAM. No GPU. Do the fans stay on for the 10 seconds? PSU is pretty shit so it may be the culprit.
