It's awful both functionally and visually. It's something I'd expect from a first year webdesign student.
Having just done my student finance on it, I can confirm it is horrible to use also.
Why? Most of the time it just links back to the atrocious old website that they spent tonnes trying to replace with gov.uk
As I opened it I thought it was wrong url as it looks like all these "parked" websites.

When it comes to web design, it is about both looks and functionality. The layout itself is rather bad and there are many ways that could've been done to make it more usable and functional than this.

Thanks for reminding me to do that. I just spent the last half hour getting increasingly angry at a god damn website.
It's simple and easy to use (much better than Direct Gov) but doesn't look great
