Right so this started happening fairly recently, windows updated, I updated my Nvidia drivers too. Soon after when playing music every few seconds the music would stutter, like a glitchy noise. If I'm moving my mouse it would lag a bit too while this happened. Instantly I began to deduce the problem must be the drivers. So I uninstalled the audio drivers, re-installed, updated. The same goes for my gpu drivers. Still it stutters. Then I decided to download Windows repair all in one and give it a once over, check the disk for reg errors, etc. Still stutters.
Ran it in safe mode, but without audio it's hard to gauge if its still happening, so I spent a while moving the mouse checking for stuttering, I didn't see anything, but then again its difficult to be sure, so it's probably not a hardware issue.
If it is a windows update that fucked it up, I don't know which one. there was a lot downloaded that day. and I don't want to go through a pile of them deleting them, but if that's what it takes then fine. You can imagine what it's like trying to play games or music with this problem, it makes it unplayable, especially in games where your fps and sound goes haywire for a micro second every few minutes.
I've trawled the internet looking for solutions and tried a lot, but I'm not much of a tech, has anybody else had similar problems?
try doing a fresh install of your video driver, ive had nvidia's driver update program fuck up a few times while installing

Thanks for the tool man, as it turns out after running and seeing what driver was causing the bad latency it turned out that Dell had shadow installed a series of updates in the last few days, a quick search lead me to this

Apparently this update fucked a load of Dell users over including myself, so if anyone else is having similar problems, go through the motions in the link and delete that stupid shit dell put out.
